Event Description

SPEAKERS:

Janis Hudson is a Staff Attorney - Technical Specialist with the TCEQ and
has worked as an attorney at TCEQ and predecessor agencies since 1993. Her
experience includes working on most aspects of air quality and
administrative law, including new source review air quality permitting;
contested case hearings regarding air quality permits; nonattainment and
maintenance State Implementation Plans, rulemaking (permitting, emission
controls, enforcement and procedural rules); assisting the Office of
Attorney General with litigation in state and federal; legislative drafting
and bill analysis, and other program support such as negotiation with EPA,
regulated industry and the public, public meetings, and development and
presentation of training to TCEQ legal and technical staff. She received her
JD from the South Texas School of Law in Houston in 1990 and her BBA from
the University of Texas at Austin in 1979.

Steve Hagle is Director of the TCEQ Air Permits Division. He has also
worked as the Assistant Division Director, a Technical Specialist in the
Technical Program Support Section of the Air Permits Division, in the Office
of Air Quality Deputy's office, and the New Source Review Permits Division
as a permit engineer and manager of the Chemical and Technical Specialist
Sections. He joined the Texas Air Control Board in 1987. Prior to 1987 he
worked for NL Industries conducting laboratory evaluation of enhanced oil
recovery prospects and field work with Measurement-While-Drilling well
logging tools. He graduated from Oklahoma State University with a B.S.
Degree in Chemical Engineering.

Whitney Swift is an attorney in the Baker Botts, L.L.P. Austin office where
he counsels industrial clients on a wide variety of environmental matters
involving state and federal air, water and waste regulations. He assists
clients with Title V operating permit matters, state and federal new source
review permitting, multimedia regulatory compliance and environmental
litigation. Mr. Swift also tracks the development of both the federal and
state Title V operating permit programs. He received his J.D. from the
University of Texas School of Law in 1996 and his B.A. in geology and
environmental studies from Washington and Lee University in 1993.
